Who We Are
The Neighborhood Coalition for Shelter, Inc. (NCS) serves people who are chronically homeless, formerly homeless or at-risk of becoming homeless. Established in 1982 by religious and community leaders on Manhattan’s Upper East Side, NCS was founded on the premise that homelessness is the responsibility of the entire community.
Anne R. Teicher
Chief Executive Officer
Anne R. Teicher joined NCS as Executive Director in January 1995. Prior to coming to NCS, Ms. Teicher served for four years in the NYC Mayor’s Office of Homelessness and SRO Housing, first as Deputy Director, and then as Director of Neighborhood Development/SRO Housing. In the Mayor’s Office, she established the Homeless Outreach Task Force to improve strategies for responding to homeless individuals living in public places. She also developed and oversaw City policy on issues relating to homeless individuals and SRO housing.
Ms. Teicher served as Director of the East Side SRO Legal Services Project from 1986 - 89 and as a staff attorney at the same organization from 1982 - 85. There, she provided legal and organizing services to low income tenants living in SROs and advocated for policies to preserve SRO housing. Ms. Teicher earned her B.A. at Brooklyn College; she also served a four-year law office apprenticeship to qualify for the New York Bar. Ms. Teicher is Secretary of Homeless Services United (HSU), served for 10 years on the Board of the Supportive Housing Network of New York (SHNNY) and as a co-chair of the New York City Committee on the Continuum of Care for three years.
